So lets just say, for pvp, this weapon is fairly balanced. This is a great sidegrade to ags, as it won't hit as high, but will drain your opponent's defence by at least 30. The damage is a nice bonus, and considering that the dragon warhammer's strength bonus is on par with that of the abyssal tentacle(+85 vs +86 respectively), in a PvP scenario, it will be like multiplying your ab.tent by 1.3x, which (in rune fights) will easily allow hits reaching 60 - higher in bandos etc, as well as the defence drain. That said, it will still be the new BiS (best in slot) one handed crush weapon - not that said title holds any merit.
